Subject: The Critical Situation in Sudan and the Need for Decisive International Action
Greetings,
There is no doubt that you have been closely following the evolving situation in Sudan and are fully aware of its complexities. The current crisis is not solely domestic; it has been heavily influenced by regional interests, particularly from neighboring countries that oppose the establishment of a democratic and stable state in Sudan. These actors have gone as far as supporting extremist Islamic organizations, including ISIS-affiliated groups, in pursuit of their own strategic interests—despite the fact that they themselves view such groups as a threat to their national security.
Given this reality, we do not rule out the possibility of forming temporary tactical alliances with certain regional powers—even those that support Islamist movements—if it serves the greater purpose of regaining control over Sudan’s resources and sovereignty.
At the same time, some regional actors are not aligned with Islamist groups and are not opposed to the establishment of a democratic system in Sudan. This division is also reflected within the Sudanese landscape:
There is a segment of society that fully understands that the root of the conflict lies in the actions of Islamist extremists, yet they lack both political influence and military power.
Another segment is engaged in armed conflict for financial gain or due to manipulation and misinformation.
A third, and more dangerous group, consists of Islamists embedded within the security and military apparatus—including the Rapid Support Forces (RSF), armed movements, and even elements within civilian institutions. This group has ignited the war to preserve power and personal interests, showing no concern for the Sudanese people or the nation. They are willing to align with any external actor—be it Iran, Hamas, Turkey, Egypt, Russia, or even North Korea—as long as their own interests are secured.
In light of these intersecting interests and threats, we believe that the only viable path to peace is through decisive and forceful intervention. We call upon the international community, in coordination with the African Union, to:
Deploy peacekeeping forces across Sudan to establish security and stability.
Initiate a comprehensive restructuring of the armed forces and all other security institutions.
Dismantle all militias and disarm civilians.
Temporarily shut down land borders and suspend cross-border trade to prevent the flow of weapons and support to extremist groups.
Sudan will require a transitional period of no less than ten years, during which the military and civil institutions can be reformed, and refugees and displaced persons can be safely returned to their homes.
We must stress that any peace initiative or humanitarian aid effort under the current dominance of Islamist factions will not reach the people in need, nor will it bring lasting stability to Sudan. We know these extremist groups all too well—they represent one of the most dangerous threats to peace and governance in the modern world.
We respectfully urge the international community to adopt a firm and unified stance in support of the Sudanese people’s aspirations for peace, stability, and democratic governance.
With highest respect and regard
