Statement on the ICC Conviction of a War Criminal in Sudan
The Council of Ministers of the Government of Peace welcomes the decision issued by the International Criminal Court (ICC) on 6 October 2025, convicting Ali Muhammad Ali Abd-Al-Rahman (Ali Kushayb), one of those responsible for committing war crimes, crimes against humanity, and genocide during the armed conflict that took place in the Darfur region in the early 2000s.
This decision represents the culmination of a long international judicial process aimed at holding accountable those responsible for grave violations of human rights, including war crimes, crimes against humanity, and genocide that claimed the lives of thousands of innocent civilians.
The Council of Ministers, while expressing its appreciation for the efforts exerted by the ICC in pursuit of justice, reaffirms its firm stance in support of international justice, combating impunity, and upholding international humanitarian law, especially in matters concerning the victims of armed conflicts.
The Council affirms that this decision contributes to establishing the principle of justice and historical accountability in Sudan, ensuring that all those responsible for historical crimes against the people of Sudan and for the widespread violations against civilians from the dawn of independence in 1956 to the ongoing war are brought to justice.
The leadership of the army, under the control of the terrorist Islamic Movement, has used internationally banned chemical weapons against civilians in Darfur, Khartoum, and Al-Jazira, which constitutes some of the gravest war crimes continuously perpetrated by the Port Sudan junta against Sudanese citizens.
The Council of Ministers emphasizes that this decision marks an important step toward redressing victims, reinforcing the principles of justice, and restoring confidence in international justice institutions, for which the victims of war have waited so long.
In this regard, the Council renews its full commitment to the protection and promotion of human rights, in accordance with the principles of international law and universal human values.
The Council also reaffirms that justice and accountability are fundamental pillars of achieving comprehensive peace and ending wars in Sudan, contributing to national reconciliation and building a future founded on rights, human dignity, and the rule of law.
Accordingly, the Council of Ministers calls upon the international community and all peace-loving forces to pressure the Port Sudan coalition and the army leadership to immediately surrender all individuals wanted by the International Criminal Court, foremost among them:
• Omar Hassan Ahmad al-Bashir,
• Abdul Rahim Muhammad Hussein, former Minister of Defense,
• Ahmed Haroun, current Chairman of the National Congress Party and former Minister of State for Interior, along with others involved in crimes against humanity, war crimes, and genocide committed against the Sudanese people.
