Decision No. (5) of 2025
The Appointment of the Chairperson of the National Humanitarian Access Authority
Pursuant to the provisions of the Transitional Constitution of the Republic of Sudan for the year 2025, and based on the tasks of the Peace Government in confronting humanitarian disasters, protecting civilians, and creating suitable conditions for the return of displaced persons and refugees; and in implementation of Decision No. (1) of 2025 regarding humanitarian access; and in recognition of the urgent humanitarian circumstances that necessitate the establishment of an effective mechanism to regulate and facilitate humanitarian access and to ensure the coordination of national and international efforts in this field, and after consultation and deliberation, I hereby issue the following decision:
1. Appointment
Mr. Ezzaddean Mohamed Ahmed Elsafi is hereby appointed as Chairperson of the National Humanitarian Access Authority with the rank of Minister. He shall assume and exercise all powers and functions vested in the position under the applicable laws and regulations, in a manner that enables the Authority to carry out its humanitarian mandate of facilitating and coordinating the delivery of relief and humanitarian assistance to all those in need across the country without discrimination.
2. Implementation
This decision shall enter into force as of the date of its signature, and all ministries, agencies, and relevant bodies are hereby instructed to implement it and to provide the necessary cooperation and coordination with the National Humanitarian Access Authority in order to enable it to perform its functions effectively and efficiently.
