Statement on the US Treasury Department’s Decisions Against the Chairman the Movement.
The US Treasury Department has imposed unilateral sanctions pursuant to Executive Order 14098 against Dr. Gibril Ibrahim Mohamed, Chairman of Sudan Justice and Equality Movement (Sudan JEM) and Minister of Finance of Sudan.
Based on its firm position, documented history of struggle, and declared political vision, Sudan JEM confirms that it is neither an extension of any political project based on ideology nor a part of the previous regime. Rather, it led an armed and political struggle against the previous regime and contributed significantly to bringing about change in Sudan. Sudan JEM is a key party to the Juba Peace Agreement for Sudan and an active participant in the political process for achieving democratic transformation and stability. It seeks to integrate its forces into the Sudanese army and transform itself into a political party that protects the dignity of the Sudanese people. The allegation that it is obstructing the democratic transformation is false and lacks reality and legal basis.
The Movement clarifies that it has sided with the Sudanese people and Sudan Armed Forces (SAF) and engaged in combat against the Rapid Support Forces (RSF) militia, which committed war crimes, crimes against humanity, and genocide on ethnic basis. It has also perpetrated brutal atrocities against civilians across Sudan, particularly in El Geneina, Wad El Noura, Hilaliya, and the capital, Khartoum. Sudan JEM has taken this position as a legitimate defense of the country’s unity and the protection of civilians from the violations of the Janjaweed militia. Sudan JEM affirms that it enjoys an evident history of adhering to international humanitarian law and treating war prisoners and civilians in accordance with the Geneva Conventions. This historical evidence refutes the claim that the movement has caused the displacement of civilians.
Dr. Gibril Ibrahim is a Minister of Finance in the legitimate government of a UN member state. His visits to Iran and other countries are part of his constitutional and legal duties and within the limits of the existing diplomatic relations between Sudan and the international community.
The duties of the Minister of Finance is to strengthen the economic relations of Sudan with various countries according to legitimate and official Conventions. Is such a duty considered a crime that deserves sanctions? He is neither the first nor the last Sudanese minister to visit Iran, which is negotiating with the United States itself. Using these visits as a pretext for imposing unilateral sanctions has no legal basis and constitutes an arbitrary measure that contravenes the principles of sovereignty recognized among states. Sudan is an independent and sovereign state that derives its legitimacy from no external state.
Sudan JEM notes that this step is part of a series of external conspiracies against Sudan and represents explicit support for a criminal militia whose actions have previously been described by the US State Department as amounting to war crimes, genocide, and crimes against humanity, and condemned by the United Nations and international and regional organizations. It also represents a desperate attempt to save a militia on the brink of collapse. Such positions confirm the inconsistency of US policy with the principles of justice and human rights.
Unilateral sanctions are worthless and represent an unjust measure that lacks legal basis and objective justification, and is inconsistent with the rules of justice or the principles of international law. From this standpoint, Sudan JEM calls on the international community to direct its efforts toward lifting the unjust siege on El Fasher and other cities, supporting the comprehensive peace process, and advocating for the rights and aspirations of the Sudanese people for humiliated life. Sudan JEM affirms that defending Sudan is an honor and a moral duty, and it renews its commitment to democratic transformation. The Chairman, Dr. Gibril Ibrahim, is working for a pioneering political project, supported by the Sudanese people, to achieve their goals of stability, development, national unity, and preserving the sovereignty of the Sudanese state. All efforts to weaken and disintegrate Sudan and sack its resources and wealth will fail.
