Formation of the Leadership Council for the Sudan Founding Alliance

The Sudanese people have endured continuous wars since the establishment of the so-called modern Sudanese state in 1821, a state that failed to meet the criteria for genuine national formation, as it forcibly combined diverse cultural and historical components without a shared or consensual national project among them.

These wars which began with the outbreak of armed liberation revolutions in South Sudan in 1955 and later spread to the Nuba Mountains 1984, the new Funj region 1985, Darfur 1991, and Eastern Sudan 1995, reaching its peak in Khartoum on April 15, 2023, and in Port Sudan in 2025. They were the direct result of a persistent lack of political will among both ruling and opposition elites, who failed to address the fundamental issues at the heart of Sudan’s crisis. These include the crisis of national identity, the relationship between religion and the state, the nature of the governing system, severe developmental imbalances, and entrenched centralization. These deep-rooted structural problems have fueled longstanding political, economic, and cultural injustice and marginalization, especially in the peripheries, sparking popular revolts time and again. For decades, these elites have evaded the responsibility of confronting these critical challenges and failed to build a national project that reflects Sudan’s diverse realities and lays the foundation for a state based on citizenship, justice, and freedom.

In the spirit of sincere and responsible national efforts, political and civil forces, along with active armed struggle movements, engaged in constructive and meaningful dialogues. These efforts culminated in the formation of the Sudan Founding Alliance (Tasis) through the signing of the Sudan Constituent Charter and the Transitional Constitution of the Republic of Sudan (2025), during February and March 2025. These two documents offered bold and realistic answers to the related aforementioned core issues, marking, for the first time in Sudan’s history, a clear vision for building a new, secular, democratic, decentralized, and voluntarily unified Sudan grounded on the values of freedom, justice, and equality.
Following extensive consultations, the leadership council of ‘Tasis’ Alliance held a series of transparent and serious meetings, during which the Alliance’s statute was approved, a 31-member leadership council was formed, and the leadership structure was agreed upon as follows:
1.Mohammad Hamdan Dagalo – President.
2.Abdel Aziz Adam Al-Hilu – Vice President.
3.Aladdin Awad Nugud – Official Spokesperson.
4.Makin Hamed Tirab – Rapporteur.
The Tasis Alliance is not just a temporary coordination framework, but a national constituent platform, committed to confronting and dismantling the old Sudan with stronger organization and greater resolve. It seeks to eliminate its collapsed foundations, toppled by armed revolutions and ongoing peaceful resistance, and to bring a final, lasting end to wars by addressing their root causes and paving the way for a new social contract state, founded on supra-constitutional principles, and establish a just peace, equal citizenship, and comprehensive justice.

The Alliance reaffirms its full commitment to openness toward all political, civil, and military resistance forces opposing the old Sudan, those who reject war and support a comprehensive, lasting peace. It calls upon all the oppressed and all seekers of radical change, both individuals and groups, to unite around its principles and objectives and join its ranks to fully dismantle the old Sudan and its corrupt, crumbling institutions, and establish and build the new Sudan: a Sudan of freedom, justice, equality, and lasting stability upon its ruins.
The struggle continues, and victory is certain.
